The Tech usergroup seems to be a partial replacement for the now-defunct Bureaucrat group, the other powers being vested in the Moderators. There are only five Techs: Tmtoulouse, Ponder Stibbons, Nx, Blue and Bertran. The group currently has the right to delete pages with large histories, edit the Media Wiki namespace, and add/remove all user rights.
Due to there being effectively only one tech until September 2011, DickTurpis opened a forum debate on to making new techs and various tech related topics. It never got off the ground. [1]
